Discharged Dibra mayor cannot return to office, Constitutional Court decides

Shukri Xhelili, the discharged Dibra mayor cannot return to office, a Constitutional Court panel decided on Monday, rejecting his request and paving the way for new elections in the region.

Xhelili was exonerated in May after a video was published in which he was seen and heard requesting sexual favors in exchange of a job position in one of the Municipality offices. The Court accepted the government’s request that the video was enough evidence in order to decide the Xhelili’s exoneration was legitimate, because his actions had impinged the state official figure and harmed trust in instituions.

Now, the President, according to the constitution must declare elections for the vacancy within two days from the court ruling. Elections must take place not before September 1st and not later to September 15th , a vivid political period in the country after the Justice Reform disagreements between the ruling coalition.
