Beqiraj: Government will not give up tax collection

The Ministry of Finances was forced to explain once again what they
consider a cooperation of the public and private sectors for tax
collection.

The Deputy Minister, Irena Beqiraj, said the media and the public have misinterpreted the initiative. She added that the government will not give away the exclusive right of tax collection.

“The document explains the initiative of the Ministry of Finances to realize the Public-Private Partnership, which aims to modernize the digital technologic system that monitors the wholesale and retail transactions in Albania. We will not give away any exclusive rights to the private operators”, she said.

The government warns to increase 180 million USD for tax collection in the next ten years, and Beqiraj explains that the concessionary will benefit based on performance.

The formula is based on increased revenues. A growth of 11% is considered zero, since it is the average growth of VAT. If the growth is 11% to 15%, the private operator will take 90% of the growth. If the growth is 15-17%, the private operator will receive 6.5 ALL for every 10 ALL and the government will take 3.5 ALL, and so on. The bigger the growth, the lower the percentage for the private operator.

Beqiraj said there will be no costs for businesses after this private-public partnership.
