Wikileaks: Three groups within DP

The voices of smaller clans within the Democratic Party are nothing new.
These voices are analyzed by the US Embassy, which has sent a cable for
this matter on 8 April 2008, titled “DP fractions”, analyzing the
fractions, their composition and their purpose, which, according to the
cable, is the weakening of the fraction that supports the President
Bamir Topi.

“These fractions of the ruling Democratic Party have been seen only in the bars or meetings between the officials and their friends. But the last days, which have had constitutional changes of the electoral system in the agenda, brought to light the fractions within the ruling party”, says the cable.

For better illustrating what is happening within the DP, the US embassy writes that one of the proposed amends has caused a great controversy, bringing three powerful groups to the surface.

One of them is the group of Bamir Topi, who used to be a DP member until he took the duty of the President. One of the changes has to do with removing the President’s rights with the decrees, says the cable. The MPs of Mr. Topi have been opposing it, while Berisha declared that he had no information for such propositions. Later he said that he opposed this idea, but never was asked who had given it.

The US Embassy states that the idea has come from Berisha, and has been supported by two opportunistic fractions within the Democratic Party, one of which is led by the Parliament Speaker, Mrs. Topalli, and the other by Rusmaili and Dode, the respective ministers of Justice and Finances, who enjoy when Topi-s fraction is attacked.

The amends were opposed by the Socialist coalition, and this idea went off very soon. What came to surface after these incidents are the efforts for weakening Topi’s position and his next political career, including Bamir Topi’s supporters within the Democratic Party.
