SP Deputy mandate removed

Ilir Beqja will no longer be deputy of Shkoder district. This is the price
that he has to pay for a tender that his company benefited in 2009 for
computerizing the Durres Municipality.

One year later, in October 2010, the Parliament voted the removal of his mandate. The case was discussed in the Commission of the Protocol, Mandate and Immunity. The Democratic Party referred to article 70.3 of the Constitution, which says that the deputies are not allowed to make lucrative activities that are connected with funds from the state or local administration.

The problem is that the tender was won by his company before Mr. Beqja vowed in the Parliament.

In October 2009, the Socialist Party had not entered in the Parliament and they were not vowed as deputies of the new legislation. But the Democrats mentioned article 71.1 of the Constitution, which says that the mandate of the deputy starts in the day that he is announced by the Central Election Commission.

The case ended up in a plenary session on October 21st 2010. This was the first time that the Socialists participated in a voting process, claiming this was an action with political purposes.

The session had two key moments: the voting of the Socialists, and the majority losing some votes from their side. The Socialists insisted that the result would have been different if the votes were secret.

With the removal of Ilir Beqja, his mandate will pass to the next name on the Socialist Party list of deputies, which in this case is Mrs. Paulina Hoxha.
