New fiscal package

The government is preparing a new fiscal package, with changes that will
affect also the beer excise, besides vehicles tax and fuels. According
to the draft, the beer excise will have a significant decrease,
especially for domestic producers. This tax will turn from 30 ALLl to
12ALLl after September 1st.

The excise will be lower even for imported beer, from 40 ALLl to 30ALLl. But while decreasing beer taxes, the government has significantly raised taxes for fuel components, such as mazut and “solar”, the excise of which goes from 20 to 37ALLl. For these sub products there will be for the first time the carbon tax, which will be 3 ALLl from September 1st.

Besides the excises, there will be another change with the scheme of vehicle taxation. Starting from September 1st, the government will remove the Car Customs Tax, but will present a new annual tax, which is calculated according to a formula that multiplies the engine power with the respective age coefficient, and also the fixed tax that is 20 for petrol and 25 for diesel.

According to this formula, the annual tax for a Mercedes-Benz produced in 2001, with 2000 horse powers and that runs with diesel will be 12,000 ALL.

The obligations for cars with less than three years of production is zero, while for the other cars it starts from 7000 ALL each year for new cars to 30,000 for old ones.

On September 1st the government will also remove the registration and circulation tax, which will be compensated through an increase of 7 ALLl of fuel taxes, which will automatically have an increase of at least 8.4ALL. In total, these changes, according to the Finance Ministry do not increase the annual burden, because its effect is predicted to be neutral.
