New Democratic Party structure? “Kicked-out” members file new statute draft this week.

The new organizational chart of the Democratic Party, not yet approved, has a new draft-statute created by members of the National Council.

These are the same members who publicly opposed the list of MPs created by their leader, Lulzim Basha, and also the result of the internal elections which reconfirmed Basha as the party leader.

This statute, which, at first glance has a similar institutional architecture to the current one, brings in some new specifics.

For example, the new draft-statute divides the party based on a power balance principle, with a Legislative Power (National Assembly and National Council), the Executive Power (National Leadership Committee), and independent institutions such as the Democratic Party Court, the Membership and Election Commission, and the Financial Board.

The new structure foresees reducing the number of National Council members to 120, from 260. The National Leadership Committee will also have 25 members, from 40.

The idea is that fewer members might make these institutions more efficient. The party’s Court will offer members the opportunity to file complaints against the party’s decisions.

A special procedure will be followed for those who run for MPs. The procedure proposed in this new draft-statute doesn’t consider emergencies such as the political crisis that was seen this Spring, which was resolved with the May 18th agreement, apparently leaving Democrats with insufficient time to prepare the list of candidates for MPs.

The new draft-statute will be handed over to the party leader, Lulzim Basha, and to the National Council within this week.  The only institutional way to review the draft-project is the Assembly.

The National Assembly of the Democratic Party must gather after one year. Until then, the draft-statute will test Basha’s project for unifying the party.
