Ministry of Finances plans budget for 2012

The Ministry of Finances has a clear distribution plan for the funds of
2012. The Budget Directory in this Ministry has prepared the expense
limits after consulting other institutions.

According to “Shqip”, this September will start the negotiations between the Minister Bode and the other ministries for the new budget, and on October it will be presented to the Prime Minister Sali Berisha for approval.

It has been preliminarily decided how much the ministries and other independent institutions will take. When comparing it with the latest budget that was amended this July, what stands out is the fact that the differences are not great, if not almost identical. The Ministry of Transports will receive around 45.8 billion ALL from the budget, same as for this year. The department of Sokol Olldashi is expected to receive more funds, taking in consideration the great number of projects, such as the “Road of Arber” and the Elbasan-Tirana highway. According to the Ministry of Finances, the Ministry of Public Works will be supported mainly by foreign finances, with a value of 28 billion ALL, while the domestic expenses will be around 13 billion ALL.

A slight increase of the expenses will be given for the Ministry of Agriculture, Food and Consumers’ Protection, with 500 million ALL, bringing the budget to a total of 7 billion ALL. We remind that this ministry had the biggest fund cuts in July, with almost 26%.

The other main institutions see a modest budget increase. The institution of the President, which will be involved in the Presidential race in 2012 will receive 166 million ALL, or 1.2 % more than the budget of 2011. The Prime Ministry will also have an expense increase of 3.2%.

Different to what expected, the budget of the Albanian Parliament will have further cuts, after those that were established this July. Despite the great project for the construction of the New Parliament, the Parliament Speaker Jozefina Topalli will receive 848 million ALL, or 26% less than this year. For the Parliament were expected considerable budget increases, taking in consideration the 10 billion ALL investment, but the finances have decided to not surpass the limit of 100 million ALL.

However, the preliminary budget of 2012 will be in a full shape only after two months, and until then, the Parliament might use this time to realize its goal.

The Minister of Finances Ridvan Bode issued an order for this matter, announcing all institutions on July 7th that there will be no more budget increases for the second round of discussion that coincide with September.
