The Internationa Monetary Fund says that the current practice of giving concessions with unsolicited propositions should be eliminated.

“What is the process for selecting public investments? It is not only a matter of Public Private Partnership. Before taking a decision, a careful assessment needs to be done, so that the government doesn’t take more risks. With unsolicited propositions, the government takes more risks which bring other costs. This is why the government must be careful to make a right selection and a proper analyze of any proposition that may come”, IMF says.

An IMF mission invited Tirana officially for two weeks, making the first monitoring of the Albanian economy after completing the assistance program one year ago. According to the IMF, the economic growth will be 3.9% for 2017 and 3.7% for 2018, but this is not the time for complacency because many factors show that it might not last.

“There is a difficult environment for doing business, which makes it more difficult to invest”, IMF says.

In its declaration, the IMF reveals that the government’s plan for establishing a development bank for funding public investments, for which they advise them to keep in consideration the international experience since such enterprises are followed by fiscal and financial risks.
