International Crisis Group: No new rules after voting

The Europe Program Director for International Crisis, Sabine Freizer,
says that changing the rules during the vote counting process, as right
as it may seem on first view, would change the rules of the game and
would put the country in chaos.

“In such a narrow race, that practically gave an equal result for both parties, the winner must be declared by the maximal implementation of rules that have been previously set,” she declared.

“The Election Code does not specify how these ballot papers must be treated. But during 2007 and 2009 elections, these ballot papers have been considered as invalid. Experts had asked the Central Election Commission to clarify before the elections the status of the ballots cast in the wrong boxes, but the Central Election Commission did not solve this,” she added.

“During the training sessions, the commissioners were told to consider these votes as invalid, and this is how most of the commissioners ended the process in Tirana and other cities. The disagreement is expected to pass at the Electoral College. The International Community must openly demand from the candidates Basha and Rama to clearly commit for respecting the decision of the Electoral College. The European Commission must withdraw the recommendation for giving Albania the candidate status, if there will be violence with victims during the post-elections protests”, Sabine Freizer added.
