High rank officials’ punishment

In a moment when the punishment of high rank state officials from the
justice institutions is very difficult to be achieved in Albania, the
presence of the Spanish prosecutor, Alejandro Luzon, brings for the
Albanian authorities the message that law is equal for all and must be
equally implemented for everyone.

Known in Spain as the man who sent at the bank of the accused two Spanish Interior Ministers on corruption charges, one Chief of Police and another high rank official, currently president of a cellular company, the famous Spanish prosecutor will stay in Albania for some months.

Together with the other Spanish prosecutors, Alejandro Luzon is part of the twinning project that supports structures of war against money laundering and investigations of financial crimes in Albania.

The presence of the Spanish prosecutor, noted in his country for investigating high rank officials, comes at a time when the General Prosecution has sent the former vice Prime Minister Ilir Meta at the Supreme Court’s bank of accused.

After being asked on what message will Luzon transmit his colleagues, based on his success, the prosecutor Luzon answered:

“I cannot describe in details the concrete investigation that you are mentioning. I know it as a fact, but not in details. The persons that have sent at court high ranking officials deserve to be applauded, because the message that they give to the public is that even the highest ranking officials can be punished. The investigation on corruption for the high officials is the most difficult one, because they might have influence on prosecutors. I have followed many interesting cases, especially on corruption. I have sent the Chief of Police at court, two Interior Ministers and the President of an important cell phone company. All these cases have been very difficult and have lasted for years”.

-But why is Spain implementing in Albania such projects against money laundering and financial crimes exactly at this period?

“The project is for the war against money laundering and financial crimes, and we are trying to bring the techniques and methodology for the war against money laundering. This is my first visit in Albania, and the project, as you can see, has just started. The real presentation will be done in July, and its first aim is to establish institutional contacts. The economic and financial crime has spread in many countries. That’s why it is necessary a full cooperation between institutions, but at a global level”, Luzon emphasized.

When Top Channel asked a comment from the well known prosecutor about the failure of the Albanian justice system to punish high rank officials, the Spanish prosecutor replied:

“I think that this is a good question that you must ask me at the end of the project, because I cannot criticize my colleagues. It would be irresponsible for me to say something about them without knowing the circumstances”, Luzon declared.
