Electoral Investments, 250 Million USD

Four months after starting, the government budget has little options to maneuver through finances.

According to “Shqip” newspaper, the total expenses by the end of April
reached 120 billion ALL, while the expenses for the same period of 2010
were 112 billion ALL, with a difference of 7%.

The Ministry of Finances has planned to spend 409 billion ALL for the entire year. With the actual income rate, chances are that the expenses will be blocked by August.

Current expenses are 94.769,000,000 ALL, compared to 86 billion ALL spent in the last year for the same period. This year, the personal administration expenses only are 21.7 billion ALL, 500 million more than in the last year.

The main hit has come from the public investments, the level of which is higher than one year ago. In total, the realized investments were 24.7 billion (250 mln USD), almost 50 million USD more than 2010. The missing incomes in the budget are consistent with the government investments in the public infrastructure. Despite the news that the cashing had no positive results, the government did not stop the “investment machine”, driven by the harshest electoral campaign ever known in Albania.

In these conditions, the deficit has increased against all odds and possibilities for budget to handle it. Obliged by the lacking of incomes, the government addressed the banks. This was due to the fact that until April, the deficit reached 15,888,000,000 ALL. The Ministry of Finance was able to receive from domestic banks 14 billion ALL. The entire deficit plan for 2011 is 46.8 billion ALL in total, and the actual level has reached 34% of the annual quota.

The government must take measures for reducing expenses in case it will want to distribute them in equal levels, and also for avoiding pressure increase on inflation. With the supplement budget expected to be approved in July, the Ministry of Finance will correct many data regarding the plan and the object of the investments.
