Counting process, scandal at CEC

The Central Election Commission continued to review today miscast
ballots. 194 boxes from Municipal Unit 6 were opened during the day.

When the counting was over, the candidate Lulzim Basha leads with 74 votes.

But beside the ballot papers reassessments, same problems reappeared with the fifth security code, which seals the hole where the ballot is inserted by the voters.

The fifth code was not noted in the vote counting reports.

One ballot box had inconsistency with one of four security codes, an inconsistency that CEC DP members considered a human error.

Observers found ballots from another voting center to one of the ballot boxes.

Another problem appeared with the plastic cover of one other box, which was broken and Socialist Party representatives declared that one could extract ballots from that crack, without touching the seal.

Chairman Ristani challenged SP representatives to try and extract the papers without touching the seal.

SP representatives succeeded to extract the paper and Ristani decided to pass the box under investigation. Socialist Party representatives declared that according to the law, that ballot box should be declared as invalid.

After opening the ballots of this box, the representatives found one ballot for DP candidate Lulzim Basha and two Municipal Council ballots that belonged to another voting center.

These different voting centers were not in the same building.

More specifically, the problematic box belonged to voting center 1861/1, at “Shyqyri Peza” School, while two other ballots belonged to voting center 1585, at “Myslym Keta” School.

According to Google Maps, these schools are 220 meters far from each other. You can go by car for 50 seconds from one school to the other, on feet for 3 minutes.

At 18:00, CEC started to open the 195 boxes of 50 voting centers for Municipal Unit no.7.
