Many parents and citizens have raised alarms about aggressive dogs that circulate Albania’s capital without muzzle, accompanied by irresponsible owners. Their complaints have arrived at Tirana’s municipal council.

The Councilor of the PJIU, Albina Nanaj, has proposed a law that allows the Municipal Police to fine dog owners who don’t use muzzles, even if they haven’t harmed anyone yet.

This initiative received support from all councillors. Dog owners will also be asked to register their pets and receive an identification certificate.
