“Balili Co” won public tenders and contracts after Klement Balili was on the run

On December 14th, 2016, the US Ambassador, Donald Lu, made a public appeal to the Albanian government for the arrest of Klement Balili.

“How can we explain the fact that Balili, the untouchable drug trafficker, is still free?:, asked the US Ambassador in Tirana.

After this, Balili not only was not arrested but two weeks later, on December 28th, the General Tax Office gave “Balili Co” company an additional 7000 USD to the 35,000 USD agreements for guarding the building in Saranda.

The Balili family has continued its business with the state has continued, regardless of the international appeals made to the government. Three months after the appeal of Ambassador Lu, on April 3rd 2017, the office for administration and coordination of Butrint, an institution depending from the Ministry of Culture, has given another tender to the Balili Co Company, with a value of 70,000 USD, without an open competition.

Official data from the State Treasure show that in the past three years, the company owned by the brother of Klement Balili has earned more than 850,000 USD in public tenders.

The biggest irony is that Bashkim BAlili has offered private police for guarding government buildings exactly when his brother was on the run for international drug traffic.

The company owned by Bashkim Balili has received money to guard Prosecution buildings in Saranda, Gjirokastra and Permet.

The documents of Open Data Albania show that Balili Co has received public contracts from a series of state institutions.

The General T ax Directory, the Saranda Municipality, the Vlora Prefecture, the Fishing and Aqua-Culture Directory in Tirana, the Delvina Hospital, the Polytechnic University, the Butrint Park, etc.

Klement Balili has been in the centre of political accusations between the majority and opposition also for benefiting agricultural land.

The Socialist MP, Erjon Brace, accused the former Minister of Agriculture, Edmond Panariti, of giving agricultural land to the Balili family during the time that they were ruling with the Socialist Party.

Top Channel showed one day ago that the land that belonged to the Agricultural School of Delvina had passed from the Ministry of Education to the Ministry of Agriculture, through a government decision, which argued that the terrain should be used for agricultural production.

Balili Co won the 21-hectare land for an annual rent of 280,000 ALL, for 90 years.

The public agreement improved the company’s financial result. Balili Co was founded in 2001, but Open Data Albania shows that its profit has increased threefold the past three years, from 500,000 USD in 2014 to 1.5 million USD last year. The profit in 2016 increased with 150,000 ALL.

150,000 ALL may not seem a big figure, compared to the money that the Balili is accused of having profited from the drug traffic, but the clean economy of the company says that no one from today’s politicians can say that they haven’t done business with them.
