Albania doesn’t lack a good electoral system, but of the electoral education of the people in charge

The power rotation in Kosovo took place without any debate. The result was made public within a few hours, different from what happens in Albania. And the results was not opposed by any party.

In the past, even in Albania, the ballot count has been carried out inside the polling stations, but it hasn’t accelerated the process. On the contrary.

Klement Zguri, former CEC Chairman, said that the management in Albania has failed, and the electoral reform should address these problems by offering the necessary corrections.

Legal experts, however, don’t see any problem with the system in Albania, but with the behavior of the political actors, who act completely different from those in Kosovo.

“We have had this system even before, but the problem is not with the system. The issue is with the lack of a law-enforcing culture”, said Kristaq Kume, also former CEC Chairman.

“We need majorities that are formed as result of the post-electoral coalitions, and this can be guaranteed by a clean regional proportional mixed with a majority plus proportional”, he said.

Different from what happened in Kosovo, the elections in Albania are not a celebration of democracy. The ballot counting takes weeks, and there are many other incidents, before and after the elections, which have turned into a tradition, with ambassadors often being forced to intervene for a quicker result.
